Chaoyang Street runs through the old foreign concession area of Zhifu District, immediately below Yantai Hill, and was the principal commercial street of Yantai's treaty-port district after the city, then called Chefoo, opened to foreign trade in 1861 under the terms forced on the Qing government by the Treaty of Tianjin.

The street was laid out with two- and three-story brick shophouses combining Chinese courtyard construction with European-influenced facades, arcaded ground floors, and shopfront windows introduced by the foreign trading houses, banks, and consular staff who worked the area through the late Qing and Republican periods into the 1930s and 1940s. Many of the original buildings, including former bank branches, trading company offices, and merchant residences, survive along the street's length, and the district has been restored as a pedestrian-only historical and cultural street lined with shops, cafes, and small exhibition spaces rather than left as a static museum precinct. Renovation work over the past two decades has repointed brickwork, restored window frames and signage in period style, and repaved the street, while keeping the original building footprints and facades largely intact. The presentation favors an immersive, walk-through approach over a curated exhibition: information panels along the route describe individual buildings and their former occupants, letting visitors piece together the street's role as the commercial center of foreign-era Yantai rather than following a single guided narrative arc.
