Liaoning is a province in northeast China on the Bohai and Yellow Seas, bordering North Korea along the Yalu River. It combines Shenyang's Qing-dynasty imperial heritage, Dalian's beaches and European-style squares, Dandong's view across the border, and a long Great Wall coastline at Hushan and Xingcheng. Liaoning is also the heartland of Dongbei cuisine: dumplings, barbecue, stews, and fresh Yellow Sea seafood.
Liaoning is a low-risk region for tourists with very little violent crime. Concerns are petty theft, scams aimed at foreigners, a sharp winter climate, air quality in the heating season, and the sensitive North Korean border zone near Dandong. Normal precautions and having the passport and a working payment app are enough for a trouble-free visit.

Liaoning is a low-crime region for visitors; the main risks are petty theft in railway stations and crowded markets, taxi and restaurant overcharging, and winter cold
Register with a hotel on arrival: hotels must record the passport and send it to the police; travelers staying with friends must register at the local police station (派出所) within 24 hours
Carry the original passport at all times; police, railway stations, hotels and many attractions check it, and a photocopy is often not accepted
Winter in Shenyang drops to -15 to -25 C at night from December to February; wear thermal layers, insulated boots and a hat, and watch for black ice on pavements
Near Dandong and the Yalu River border with North Korea, do not photograph military personnel, checkpoints or bridge-head installations, and do not attempt to cross or approach restricted zones
Sea swimming in Dalian is safe only at guarded beaches (Fujiazhuang, Xinghai Bay, Jinshitan); obey red flags, and avoid rocky shore areas at Bangchuidao and Tiger Beach when waves are high
Smog episodes occur in Shenyang between November and March when coal heating is used; check the AQI on the Air Quality app or the China AQI website and wear an N95 mask on days above 150

Seafood price scam in Dalian
Some tourist seafood restaurants and market stalls weigh seafood dishonestly, quote per-jin prices as per-kilogram, or add cooking fees
How to avoid: Confirm the price per 500 g (jin) and total in writing or via the phone calculator, weigh the item together, and use larger well-reviewed restaurants on Dianping
Fake currency and change
Counterfeit CNY 50 and CNY 100 notes are passed as change in taxis and markets after dark
