Sairo Lake & Doman Green Park

Sairo Lake and the adjoining Doman Green Park occupy a broad flood-control reservoir and its surrounding parkland in Toda City, on the Arakawa River system that separates central Saitama from Tokyo. There's no sand or pebble shoreline in the conventional beach sense — the reservoir's edge is lined with mown grass, gravel paths, and low embankments — and the water is a flat, greenish reservoir surface rather than a swimming beach; swimming is not permitted here because Sairo Lake functions as flood-control infrastructure for the Arakawa basin. The appeal instead is the open green space around the water: wide lawns, cycling paths that loop the reservoir, and unobstructed views across the water toward the Tokyo skyline on clear days. Exposure is open and flat, with little shelter from wind, which makes the paved paths popular with cyclists and kite-flyers. The vibe is decidedly family and local-resident oriented rather than surf or party — dog walkers, joggers, and weekend picnickers dominate the grounds, with a dog run and large lawn areas set aside for exactly that use. Amenities include on-site parking, rental bicycles, and designated fishing areas (permit required), though there are no food concessions or restrooms directly on the water's edge; visitors typically bring their own supplies or eat before arriving. Access from central Saitama is straightforward by road, about 20km south of Omiya Station, and by rail via the JR Saikyo Line to Toda-Koen Station, followed by a 20-minute walk or a short bus ride to the park entrance. The park draws its heaviest use on warm-weather weekends between April and October, when the lawns fill with picnicking families and the cycling paths see steady weekend traffic.
