Goryokaku Tower Observation Cafe

The Goryokaku Tower Observation Cafe occupies the lobby level of Goryokaku Tower, the 107-metre viewing structure built above one of Japan's most remarkable historical sites — the star-shaped Western-style fort constructed in 1866 as the last stronghold of the Tokugawa shogunate during the Battle of Hakodate. The fort's unique five-pointed design, modelled on European fortification principles, is best appreciated from above, and the tower provides that elevated perspective.

The cafe serves as both a refreshment stop within the tower complex and a destination in its own right. The menu centres on Hakodate and Hokkaido confectionery: milk puddings made with Hokkaido dairy, soft-serve ice cream in Hakodate-themed flavours, and the novelty Goryokaku parfait — a layered dessert referencing the star fort design in its presentation. Hot drinks including Hakodate coffee blends and light meals such as sandwiches and toast sets round out the menu.

The visual experience from the cafe windows is one of the highlights of a Goryokaku visit. The star fort is surrounded by a moat planted with approximately 1,600 cherry trees, making the view in late April — when the fort fills with pink blossom — among the most photographed spring scenes in Hokkaido. In winter, the snow-dusted geometric moat and ramparts create a stark, compelling landscape best appreciated from height. The observation deck directly above the cafe level, reached by elevator, provides a full 360-degree view of Hakodate and the surrounding bay.

The cafe is accessible without paying the observation deck admission fee. Combined with walking the fort's ramparts and moat paths (a 30-40 minute loop) and the tower's museum display on the 1869 Battle of Hakodate, it makes for a well-rounded half-day at one of southern Hokkaido's most historically significant sites.
