Mughal Sarai, also known as Muglisara, is a seventeenth-century caravanserai in the Chowk Bazaar area of old Surat, Gujarat, on Variyali Bazar Main Road. It was raised in 1644 under the Mughal emperor Shah Jahan to shelter pilgrims travelling to Mecca, a role that reflects Surat's historic status as the main embarkation port for the Hajj and was a reason the city was known as Bab-ul-Makkah, the gateway to Mecca.

Caravanserai raised in 1644 under Shah Jahan for Mecca-bound pilgrims, later a jail and, since 1867, municipal offices, topped by a British clock tower.

In later centuries the building served as a jail, and since 1867 it has housed the offices of the municipality, now the Surat Municipal Corporation main office. A British clock tower rises above the structure and is the most recognisable feature seen from the street. Because the building is a working office, visitors can mostly appreciate the exterior, with its long arcaded frontage, courtyard-style plan and Mughal-era proportions, and the public areas that remain accessible during working hours. The visit is short, typically 20 to 30 minutes, and best treated as part of a walking circuit of the old city that includes Surat Castle, Gandhi Baug and the bazaar lanes. The best photographs are taken from across the road in the morning, before traffic and street stalls fill the frontage and while the light falls on the facade. The area is busiest through the day on weekdays, when office staff, shoppers and traders crowd Chowk Bazaar, so early arrival is more pleasant. There is no ticket, and the exterior can be viewed at any time, though interiors follow municipal working hours and entry beyond public areas should not be assumed. The site lies about 2 km from Surat Railway Station, reachable by auto-rickshaw in 10 to 15 minutes. Visitors should be respectful of office staff and avoid disturbing work in the corridors.
