The National Palace of Culture, known by its Bulgarian initials NDK, stands on Bulgaria Square at the southern end of Vitosha Boulevard in Sofia, Bulgaria. It is a large congress and cultural centre opened in 1981, and the square in front of it has a series of fountains and a raised terrace with steps and walkways. The frame here is a broad, modern one: the angular concrete and glass mass of the palace, the water jets and pools in the foreground, and in the background the dark outline of Mount Vitosha. Summer evenings, when the fountains are running, give the best results because the water lit from below adds movement and reflection. Blue hour and the period after dark are the strongest times: the sky keeps colour for about 30 minutes after sunset and the artificial lights are already bright enough to balance it. Long exposures of 2 to 10 seconds smooth the water, while shorter exposures freeze the jets. Winter views are possible, but the fountains are usually switched off in cold weather, so the pools are still and the terrace becomes the main subject. The area is popular with skaters, families and joggers, so crowds are largest on warm weekend evenings, while weekday late evenings are calmer. The wide terrace and steps make tripod positions easy to find, although they should be placed away from the main walking routes and fountain edges where spray can reach equipment. Tripods are generally tolerated in this public space and there is no fee. Drones are restricted in central Sofia under Bulgarian aviation rules, and event days around the palace may add temporary restrictions. Cafes, toilets inside the park and nearby shops provide water, and the NDK metro station is directly at the square.
