Cite de l'OUA (African Union City)

Cite de l'OUA, also known as African Union City, occupies a riverside stretch of the Ngaliema commune along the Congo River and was built to host summits of the Organisation of African Unity, the continental body that preceded today's African Union. The complex consists of villas and government buildings originally constructed for visiting heads of state and delegations, reflecting Kinshasa's role as a host city for continental diplomacy during the era of the OUA. Much of the district functions today as a government and diplomatic zone, with most buildings closed to public entry, so a visit amounts to a drive along the riverside roads that pass the villas and grounds, typically taking 15 to 30 minutes. The setting, along the Congo River and near the older Mont Ngaliema presidential domain, gives the area a certain historical continuity with the city's broader government and diplomatic geography, though there is little formal signage or interpretation for visitors passing through. Daytime hours are the only practical time to see the district, since there is nothing to view after dark and the area functions as an active administrative zone at all hours. Because Cite de l'OUA remains a working diplomatic and government area, security presence is a constant feature, and this is the primary reason photography of the buildings, gates, or personnel is discouraged. The site works best as a short addition to a wider Ngaliema-area drive that might also include Mont Ngaliema and the Kinshasa Golf Club, rather than as a standalone destination.
