Setúbal is a port city that serves as the gateway to the Arrábida Natural Park, a stretch of limestone hills dropping straight into the sea just south of the city. The combination gives you a working Portuguese city with a fish market and ferry terminal, plus some of the clearest water and most dramatic coastal scenery near Lisbon. It genuinely needs a car or taxi to link the two halves of the day, since the park's best beaches aren't served by regular public transport.
